NDC Has No Moral Authority To Question Govt’s Performance In Volta – Woanyah [VIDEO]

The Volta Regional branch of governing New Patriotic Party (NPP) has responded to the opposition NDC’s claim that, the Akufo-Addo led government has failed people of the region.

At a press briefing in Ho on Monday, June 29, 2020, the NPP Regional Chairman, Mr. Makafui Woanyah, said the opposition National Democratic Congress has no moral authority to accuse the governing party’s failed promises after taking the region for granted despite enjoying absolute electoral fortunes of the people for years.

According to him, the NDC after failing to reciprocate the absolute support enjoyed from the Volta region over the years want to reap where they have not sowed by resorting to propaganda, tribal bigotry, divisive and violent comments to caught sympathies from the innocent and unsuspecting Voltarians.

The opposition party last week held a press conference in Ho where they scored government 17 per cent for the delivery of its campaign promises to the Volta region.

The NDC Regional Communication Officer, Mr.  Kafui Agbleze who addressed the media, said the Nana Addo led government only fulfilled three out of 17 specific campaign promises made to the region.

This was however disputed by Mr. Woanyah who said the NPP government has done much better in delivering on its promises to the people of region in the last three and half years than the NDC.

He also challenged the NDC to account for at least their 8 years tenure of the Mills/Mahama administration if they still want to benefit from the support of the region.

Gov’t, NDC Lock Horns Over Heavy Security At Aflao [VIDEO]

The Volta Regional Minister, Dr. Archibald Letsa has condemned comments by the Regional Chairman of the opposition National Democratic Congress, Mr. Henry Ametefee, which sort to incite people of the region against the governing New Patriotic Party and President Akufo-Addo.

The NDC chairman at a recent media interaction in Ho described the deployment of a security detachment along the country’s eastern border at Aflao in the Ketu South municipality as a declaration of war against the Volta region by the government and called on the indigenes resist it.

According to him, the heavy security presence in the border communities was part of a grand scheme by government to destabilize the NDC’s stronghold and also intimidate citizens from coming out to register in upcoming Voter registration exercise in order to disenfranchise them in the December 2020 general elections.

He thus, warned the NDC would not countenance any machination by the governing party to suppressed the democratic right of the people in the region.

In a response however, Dr. Letsa who is also the Chairman of the Regional Security Council described the comments by the NDC chairman as unfortunate, stating that the claims were unfounded.

He said contrary to the claims, there was absolute peace and tranquility in the region and called on all to disregard the unfortunate comments of the NDC chairman.

The Volta regional minister further explained that, the presence of the security detachment along the borders was check illegal movements along the stretch as the country’s ports of entry remain close as part of measures to contain the importation of the COVID-19 pandemic into the country.

He therefore urged residents to feel free and go about their normal duties but report any security personnel who indulges in any illegal conduct so, he or she could be appropriately dealt with.

Tears Flow At the Burial of Slain Sogakope Assembly Man [PHOTOS]

It was an emotional scene at the Toklokpo Basic School Park at Sogakope in the South Tongu district on Saturday, where scores of mourners gathered to bid farewell to the murdered Assembly man for Sogakope South Electoral, Marcus Mawutor Adzahli.

The mourners, mostly young people could not hold back their tears as the remains of the 37-year old popular entrepreneur was being conveyed to the cemetery for interment. The sight of his widow and two young daughters left many to sob uncontrollably in their nose masks amidst the COVID-19 protocols.

The burial also attracted profile personalities, mostly from the National Democratic Congress (NDC), of which the deceased was a staunch supporter.

Among them were the NDC national chairman, Mr. Samuel Ofosu Ampofo, Mr. Henry Ametefee, the Regional Chairman and his Secretary, Mr. James Gunu, South Tongu MP, Mr. Wisdom Mensah Woyome and a host of others.

Background                       

Marcus was gruesomely killed at his home in the early hours of Sunday, March 1, 2020 by a group of assailants who broke into his residence. His wife and daughter also sustained some injuries during the attack and were admitted at the hospital for days.

The incident triggered three days of spontaneous protests by residents who accused the Sogakope Police of being unresponsive to distress calls from the victim during the attack. The angry residents besieged the police station and also blocked the Accra-Aflao highway at the Lower Volta Bridge, demanding the immediate arrest the killers.

Since then, the police have arrested some persons in connection with the crime and they are currently standing committal trial at the district court.

NDC Scores Gov’t 17 Per Cent for Its Performance in Volta Region

As the 2020 electioneering heats up, the opposition National Democratic Congress (NDC) in the Volta region has passed a damning verdict on President Akufo-Addo led government, scoring it 17 per cent in the delivery of the New Patriotic Party’s campaign promises to the region in the last three years.

At a press conference in Ho on Thursday, the NDC Regional Communication Officer, Mr. Kafui Agbleze stated that, their rating was based on a thorough assessment of specific campaign promises made to the region by the NPP in the lead up to the 2016 general elections.

According to him, out a total of 17 promises, the government was only able to deliver on three of them over the period. He mentioned the ongoing construction of a Youth resource centre in Ho, the rehabilitation of sections of the Ho-Aflao highway and the construction of some warehouses, as the three promises being fulfilled by the NPP government in the region.

On the other hand, Mr. Agbleze listed the following as promises the government failed to deliver on in the region; One District, One Factory, completion of the Eastern Corridor Road, One million Dollar per constituency, construction of the Keta Harbour, and a landing site and storage facility in Keta.

The rest were, construction of district hospitals for newly created districts, extension of potable water to underserved areas, construction of industrial parks, an event theatre, provision of Wi-Fi internet connectivity in second-cycle and tertiary institutions, among others.

The over an hour presser, which was streamlined live from the NDC’s Regional Secretariat and monitored by Volta Online, did not however include the party’s assessment on the government’s much touted programmes, such as the Free SHS programme, the Planting of Food and Jobs, the Nation Builders Corp, among others.

That notwithstanding, Mr. Agbleze noted that the failed promises were indications that the NPP was not committed to “marrying the region” as touted during the 2016 electioneering.

“I will be very charitable in my presentation and give his Excellency President Akufo-Addo with the promises that he has made to the people of the region and what he has done so far 17 per cent,” he stated.

[OPINION] Bed Bugs Re-Surface In SHSs despite Over Three Months of Starvation & Disinfestation

Subjecting bed bugs to three and half months of starvation and spraying with insecticides were not enough to subdue this resilient pest in the Ghanaian Senior High Schools.

Many Ghanaians thought that bed bugs might have completely disappeared from SHS dormitories due to the several months of lockdown of all Schools and the mass disinfestation following the outbreak of COVID-19.

Many Private Pest Control Operators (PPCO) felt threatened as their services may no longer be needed.

On the contrary, few individuals within the cycle of Medical Entomology knew bed bugs can withstand starvation for long and wait patiently for students to come.

During my Mphil studies on bed bugs at the University of Cape Coast, I observed in the laboratory that, freshly emerged ‘baby’ bed bugs (first stage nymphs) can survive for over one month without feeding. Several studies in the laboratory outside Ghana have also shown that bed bugs can withstand starvation for over 3 months. A publication by the World Health Organization revealed that, bed bugs can survive over a year without feeding.

However, field evidences on bed bugs tolerance to starvation are rare and our understanding on whether bed bugs are vulnerable to insecticides during starvation regimes has not been clearly justified.

On Monday, June 22, 2020, I visited two SHSs in the Volta Region where spraying was done during the lockdown. The visit was done earlier before the arrival of students, and inspections were conducted in 3 and 1 room respectively from the two schools.

Amazingly, Nymph bed bugs (first and fourth stage) were found present in the dormitories of the two schools visited.

This is a clear indication of mass bed bug control failure in the schools. As the finding from this inspection suggest major implications for re-emergence of the pest in the Schools and bed bugs likely to become a worry and major biting nuisance to students again despite, the effort to eradicate them.

I will like to recommend frequent inspections few days after control programmes to warrant further actions for appropriate decision and management of the insect.

REVEALED: Key Suspect In Ho Melcom ‘Robbery’ Incident Was On Alleged Murder Mission

Shocking revelations have emerged about the widely reported botched robbery incident at the Melcom Store in Ho last Sunday, in which two persons have been arrested.

Fresh details obtained by Volta Online about the incident revealed that, contrary to initial reports of armed robbery attack on the departmental store, the incident was rather an attempted murder mission against the branch Manager by one of the two suspects currently in custody.

According to information gathered by Volta Online from insider sources, the suspect who has only been identified as Louis was said to be a former employee at shop, who was recently dismissed for gross misconduct.

Having been peeved about his sacking, he made a return to the shop last Sunday afternoon to ostensibly exert his ‘pound of flesh’ from the branch manager, who he believed masterminded his unceremonious exit.

Details of Sunday’s Incident

Eyewitnesses’ account on the incident revealed that, Louis entered the Melcom shop between 11:30am and 12:00 noon that Sunday (June 21, 2020) wearing a motorbike helmet and a nose mask, with a request to see the branch manager.

He was then directed to the manager’s office, where moments later a gunshot was fired, triggering the fire system in the shop to sound alarm continuously. This led to some chaos in the shop as shoppers and shop attendants began to run for cover, amidst shouts for help.

In the midst of the confusion, the suspect then ordered the manager out of the building with the gun pointed at him. Upon reaching outside and sensing danger from some early responders who were rushing to the scene, Louis took to his heels towards the back of the building where he had a motorbike waiting for him.

He however run out of luck in his attempt to escape, as he was accosted together with the motorbike rider by some mechanics and a team of private security personnel stationed at the Stadium Gate Shopping Centre, which is also within the vicinity.

His real identity was then unraveled when the helmet taken off his head. Louis and his accomplice have since been handed over to a team of Police personnel who arrived at the scene from Ho Municipal Police Command.

A team of fire fighters also rushed to the scene as a result of an alert they received from the fire system in the shop.

Corporal Prince Dogbatse, Spokesperson for the Regional Police Command told Volta Online that, Louis was still in custody assisting with investigations, while his accomplice, the motor rider was granted bail as he was found not be involved in the alleged crime.

When asked the possible charges against the suspect, the police source said with the current turn of events, the suspect could be slapped with a charge of attempted murder.

Two Arrested in a Botched Robbery Attack At Ho Melcom Store

Luck eluded some two suspected criminals who reportedly went on a robbery operation Sunday after noon at the Melcom store in Ho, Volta Online has gathered.

The suspects, according to reports entered the departmental store and requested to meet the branch manager, for which they were directed to his office. Upon entering the office, one of them reportedly pulled out a gun and fired a warning shot, prompting the workers to raise an alarm.

This drew the attention of by standers in the vicinity some of whom called in the police and they rushed to the scene to arrest the suspects. They have since been put in custody at the Ho Central Police station, while investigations commences.

A source at the Volta Regional Police Command confirmed the incident to Volta Online and promised further details later on Monday.

INFOGRAPHIC: Volta’s COVID-19 Case Count Crosses 250

Over 100 new Coronavirus cases have been confirmed in the Volta region in the last one week to push the regional case tally to 263 as at June 14 from the previous 162 cases on June 8, 2020.

The Ho and Keta municipalities as well as Anloga and Central Tongu districts contributed about half of the new cases, as they recorded an exponential jump in their respective case counts during the period.

Whereas, Ho confirmed 33 more cases to raise its  tally to 95 from the previous 62, Keta jumped from a case to 12 cases, whiles Anloga and Central Tongu cases moved from 8 and 9 cases to  24 and 21 respectively.

The Ketu South municipality which was an initial hot spot  of the pandemic in the region has become the district with the most recovery cases of 25 out of the 48 recoveries in the region.

Also the pandemic related fatalities have increased to four as a result of a second death recorded in the Ho municipality.

Meanwhile, the Afadzato South, North Dayi and Akatsi North are the only remaining districts out the 18 in the region yet to register a case.

Suspected ‘High-Value Cocaine’ Gone Missing at Aflao Customs Division

Some substances suspected to be high-value cocaine intercepted at the Kpoglu Border Post in the Ketu South Municipality last Friday have gone missing.

The weight of the missing substance is said to be 100.10 grams, according to the Narcotics Control Commission.

According to a Graphic Online report, the substance went missing between last Friday and Sunday whilst the seized substances and cash were in the custody of the Customs Division of the Ghana Revenue Authority (GRA) at the Aflao Border post before it was transported to the headquarters of the Customs Division in Accra

The suspected narcotics and $200,000 cash, which was in $100 and $50 bills, were busted on Friday, June 5, 2020 during a joint search on a Toyota Land Cruiser Prado vehicle with a Nigerian registration number, LSR 815 FV, which was crossing into Ghana from Togo.

It was busted through a collaboration between the Customs Division of the Ghana Revenue Authority (GRA) and other security agencies including the Narcotics Control Board (NACOB).

The items were concealed in a false fuel compartment of the Nigerian registered Toyota Land Cruiser Prado.

The Acting Director-General of the Narcotics Control Commission, Mr Francis Kofi Torkornoo, told Graphic Online that even though, the Narcotics officers had protested that the substances per Narcotics Control Commission Act were to be left in the custody of narcotics officers whilst investigations were still ongoing, the Customs officers ignored them and insisted they will keep them in their custody and transport it to their headquarters in Accra.

“The verification exercise revealed that, parcel (h), a 100.10g of whitish substance wrapped in transparent polythene, suspected to be cocaine, was missing,” Mr Torkonoo told the news portal when he recounted the seizure of the suspected narcotics.

He insisted that the commission was the lead agency on narcotic drugs in the country as the Narcotics Control Commission Act, 2020, which was assented to by the President on May 11, 2020.

This, he said gives the commission the independence in the performance of its functions over offences related to narcotic drugs, plants cultivated for narcotic purposes and for related matters.

Section 72 of the Act also talks about seizure of currency, and that NACOB has the “backing of the law to ask Customs to transfer the vehicle and all its contents to us for investigations to start in earnest, but since the seizure of the whitish substances suspected to be narcotics at the Kpoglu border on Friday June 5, 2020, we are yet to receive all the exhibits from the scene,” Mr Torkonoo said.

Interception

According to the news report, the Narcotics officer on the ground at Kpoglu Border Post was the one who acted on intelligence and vigilance to personally bust the suspect, Agbatch Sylvester, after he insisted that a second false fuel tank be scanned to ascertain its contents.

After the bust the Narcotics officers reportedly protested the decision by the Customs officers to send the items together with the vehicle to Customs Division instead of sending it to the office of NACOB as required in section 63 (1) (4) and section 72 (1) of the Narcotics Control Commission Act, 2020 (Act 1019) which requires that, the vehicle and the entire content of the items retrieved from it is transferred to NACOB.

The Narcotics officers reportedly made it clear to all agencies present that, NACOB would not be part of the team escorting the vehicle to the headquarters of Customs in Accra, if the vehicle and its entire content including the items found in the hidden compartment were not being handed over directly to NACOB for investigations to commence immediately.

According to NACOB, Customs failed to handover the exhibits to NACOB for further investigations into the case.

The Arrest

According to the Acting Director-General of Narcotics Control Commission, the Toyota Landcruiser Prado with Nigerian registration number LSR 815 FV arrived at the Kpoglu Border post at 10 am last Friday, loaded with goods, which the driver declared as assorted goods.

He said as part of arrival formalities, officers of the commission, customs, the Bureau of National Investigations (BNI), the Ghana Standards Authority (GSA) and the Food and Drugs Authority (FDA) conducted a joint examination of the vehicle.

Mr Torkornoo said the joint examination revealed that the items included spare parts, garments, drinks, gallons of flavours, foot wears and a hand bag and wanted to release the vehicle.

“However, the NACOB officer, based on intelligence available to him on the vehicle and the driver as well as his critical examination, made an official request to have the vehicle scanned at the Gateway Services Limited (GSL),” he said.

He added that on two occasions, the scan result was reported as normal, but the officer insisted that further physical examination be conducted on the vehicle.

Mr Torkornoo said the vehicle was, therefore, returned to the examination bay and recalled other agencies to witness the examination.

He said the assistance of a mechanic was sought to remove the false tank and in the process the driver jumped into the vehicle and sped off, forcing the NACOB officer to jump onto his motorbike to chase the vehicle.

“Having given Sylvester a hot chase for about 45 minutes, the NACOB officer, at the peril of his life, bravely crashed his motorbike into the Toyota Land Cruiser Prado, compelling the driver to halt the vehicle,” Mr Torkornoo recounted.

Sensing danger, he added, the suspect took to his heels and abandoned the vehicle.

This, he said attracted people to the scene but the NACOB officer stayed put by the vehicle and called his commander at the Aflao Border Post for reinforcement and before the team would arrive, three officers of Customs at Kpoglu Border came to the scene, the vehicle was transported to that post, and later taken to Aflao for further examination.

The Acting Director General said at about 3pm and as has been the practice, all the agencies, this time including the police, immigration, defence and military intelligence and national security, converged to examine the false fuel tank, which contained the substances.

False fuel tank

With the assistance of the mechanic, the fuel tank of the vehicle was carefully removed and examined where the false compartment was detected and the items found in them.

The Customs officers reportedly told the joint examination team that NACOB could not take possession of the items for investigations to commence until they had informed the Commissioner of Customs for further action.

Subsequently, the substances together with the US$200,000 cash was packaged in the presence of the agencies and together with the assorted goods, left in the custody of Customs.

The Missing Substance

On Sunday, June 7, 2020, at about 7am, all the agencies were invited by Customs to verify the exhibits in their custody before they escorted them to Customs headquarters in Accra and it was during that time that it was revealed that party (h), a 100.10g parcel of whitish substance wrapped in transparent polythene, suspected to be cocaine was missing.

NACOB, reportedly protested the move to have the vehicle and the exhibits dispatched to the Customs headquarters in Accra and made it clear that NACOB would not be part of the team escorting the vehicle if it was not handed over directly to NACOB.

The items were later escorted to Accra by the Customs and Immigration officers.

Bring the rest

Mr Torkornoo said although the Narcotics Control Commission Act, 2020 (Act 1019) required that the vehicle and all the items retrieved should be transferred to NACOB, “as of date, customs has failed to handover the exhibits to NACOB for further investigations.”

He said last Monday (June 8), an escort team of customs and immigration officers transported the vehicle and the seized items to the customs headquarters and also held a press conference on the seizure.

The same day, some customs and immigration officials went to hand over a box, reportedly containing the narcotic exhibits, but NACOB declined to receive them on grounds that all contents and the vehicle were to be returned, according to the NACOB law, he explained.

Not first time

Mr Torkornoo expressed grave concern about the handling of the seized substances by Customs, which he said, had delayed his outfit from launching full investigations into the issue.

He said it was not the first time customs had delayed in sending exhibits to NACOB to start investigations of substances seized at the same border and in all instances it was the vigilance of the NACOB official that led to the seizure of the drugs.

Customs posture

“NACOB is saying that this posture or position of customs to hold on to exhibits suspected to be narcotics and handing over to NACOB later is very worrying, frustrating and disturbing, adding that NACOB had exhibited its readiness to collaborate with other relevant agencies in its work.

The NACOB boss also described as most unfortunate, the statement made by the Commissioner of the Customs Division of the GRA, Colonel Kwadwo Damoah (retd) that although the substances were yet to be verified “I can say they are of the high-value narcotic category”.

Mr Torkornoo indicated that no test had been conducted on the seized whitish substances from the Kpoglu border post to confirm the type of drug, stressing that nobody could determine narcotics by merely looking at it.

Soldiers Undergo COVID-19 Testing at Volta Barracks

Military personnel and their families at the 66 Artillery Regiment in Ho are being tested for the coronavirus in line with an enhanced testing programme for targeted high risk groups.

The exercise being undertaken by a team from the 37 Military Hospital in Accra, according to the Commanding Officer, Lt. Col. Bernard B. Pantoah would cover over 400 soldiers and their facilities in and outside the barracks.

He noted that, though the unit has not yet recorded any COVID-19 case, the Military High Command was being proactive to ensure the safety of the soldiers and their families against the pandemic.

“The fact that we have not recorded any case does not mean we should be complacent, so we are being proactive and a team has arrived from Accra to carry out the testing for us and our families.”

Lt. Col. Pantoah who was addressing the media during a disinfection exercise in the barracks by Zoomlion on Tuesday, said the regiment was ensuring strict adherence to the COVID-19 safety protocols within the barracks and all other military detachments in the region.

He added that, the unit was also supporting the Police Service to enforce the various social distancing and safety protocol directives among the civil population.

Meanwhile, a total of 39 persons including security personnel in the region have tested positive to the virus following a mass testing of identified target groups along the country’s eastern frontier at Aflao in the Ketu South municipality.

The region’s total case count as at June 8, 2020 stood at 162 with 37 recoveries and three deaths.
