GHA Begins Processes to Repair Damaged Portions of Sogakofe Bridge

The Ghana Highway Authority (GHA) has commenced procurement processes to repair damaged portions of the Lower Volta Bridge, Sogakofe in the South Tongu District of the Volta Region.

The Authority said it had begun the procurement processes in April this year and had submitted bids for the repair work on the Bridge on May 17, 2018.

This came to light when a delegation from the GHA led by the Director of Bridges, Mr Yakubu Koray on Friday, met with a cross section of concerned Tongu citizens at the District Assembly Hall, Sogakofe. The delegation listened to the concerns and suggestions of the people with regards to fixing the bridge.

Mr. Koray enumerated the Authority’s progress on efforts to have the bridge fixed. He disclosed that a team from the Authority will on Monday, June 4 conduct bid evaluation leading to the selection of a contractor for the repair works on the bridge.

He appealed to the citizens to be patient with the Authority, explaining that all the materials needed in repairing the bridge would have to be imported into the country, thus, it will take the selected contractor about three months to start work on the Bridge. He added that work will however be completed within a month once it starts.

Discussions to fix the damaged portions of the Lower Volta Bridge, the Longest in Ghana had become necessary after an accident occurred on the bridge Thursday evening claiming the life of a 20-year old Bestway Mortor, injuring three others.

The accident happened when one motorist tried to swerve a pothole and collided with another rider coming from the opposite direction who also tried to overtake.

Meanwhile, there was an agreement to pair GHA engineers with those at the Assembly to mount multiple speed signs on the Bridge as well as other measures to forestall accidents on the bridge, by next week.

In attendance at the meeting were leading political leaders including former Minister for Roads and Highways and former MP for Central Tongu, current and former DCEs, current and former MPs, and the Paramount Chief of Tefle Traditional Area among others.

Appeal Court Judge Cautions Judicial Staff to Observe Official Hours

A Justice of the Court of Appeal, His Lordship Justice N.C.A. Agbevor has cautioned staff of district courts against abandoning their duties for private gains and asked that they rather comply with legitimate hours for court activities which is from 8:30am to 4:00pm.

He described situations where courtrooms are left empty without judicial staff during official hours, as heartbreaking and called on the staff to eschew indiscipline behaviours.

“Some staff go to work at 10:00am because they say there are no cases. I have inaugurated about 5 District Courts in this region but have noted that after the inauguration some places become virtually empty which I believe would not be the case here”.

His Lordship Justice Agbevor gave the caution at a ceremony to inaugurate a district court at Ve-Golokuati in the Afadzato South District of the Volta Region.

According to him, government has put in place measures to ensure that the Judiciary lives up to standard and policies are being embarked on to hold judicial staff accountable for their actions.

He said the Judiciary cannot work against the ideas of the ruling government, neither would they oppose the legislations of the Assemblies, thus, he entreated District Chief Executives, Chiefs and people to ensure that issues of indiscipline among judicial workers are quickly brought to the appropriate authorities for rectification.

Justice Agbevor disclosed that Afadzato South District Court exists to coordinate and work hand in hand with other institutions in the District to ensure peace and development.

He therefore, asked the people to corporate with the staff towards achieving a common goal of strengthening the peaceful co-existence among the citizenry and appealed to them not to interfere in the process of justice delivery since that will hinder the peaceful environment needed to work.

The Volta Regional Minister, Dr Archibald Yao Letsa underscored the existence of a court system in any society in advancing the true course of justice.

“There is the need for courts to be established closer to the people to create the opportunity for them to seek redress on alleged infractions against the constitution or the laws of the State.”

He called on the people of the district to resort to legal means (the court) for resolution of their conflicts.

The District Chief Executive for the area, Lawyer Wisdom Seneadza said the presence of the Court in the District was a major relief to the people since they will no longer have to seek the services of a court outside the District.

He expressed optimism that the presence of the district court will relieve the District Police Service of the financial burden of having to persecute offenders of the law on behalf of the Attorney General outside the district and as well help distinguish between cases that can be adjudicated at traditional customary courts which was not the case in the absence of a court.

Rawlings Commemorates 2018 June 4 at Madina

Former President Flt Lt Jerry John Rawlings will be delivering the keynote address at a durbar of cadres and activists to mark the 39th anniversary of the June 4 uprising.

The Founder of the National Democratic Congress (NDC) and Leader of the June 4 Uprising will on Monday be joined by other speakers including NDC party chairman, Kofi Portuphy, Dan Abodakpi, Fritz Baffour, Samuel Nuamah Donkor, Ebi Bright and Lawrence Lamptey at the Madina Social Welfare School Park in the Greater Accra Region.

This was contained in a release dated June 1, 2018 and signed by Kobina Andoh Amoakwa, Director of Communications at the office of Mr. Rawlings.

Activities including a lecture at the National theatre held on Thursday, May 31 was to herald this year’s celebration which is under the theme, “Re-organising towards the Core Values”.

The release added, “Monday’s durbar is open to all sympathisers of the June 4 Uprising, the 31st December Revolution and members of the public.”

June fourth was the day junior officers and men of the Ghana Armed Forces led by Flt Lt Rawlings showed their revolution and rejection of the corruption and other negative practices that had engulfed the country at all levels leading to an almost breakdown of the economy.

Rawlings however handed over power to an elected government, three months of leading the Armed Forces Revolutionary Council (AFRC).

South Tongu Engages Stakeholders on Dilapidated Lower Volta Bridge

A stakeholders’ meeting is soon expected to commence at the South Tongu District capital, Sogakofe in the Volta Region.

The meeting which will be hosted by the District Chief Executive of the Area, Emmanuel Louis Agama will deliberate on the status and repair of the fast depreciating Lower Volta Bridge at Sogakofe.

The meeting had been provoked by the public outcry following Thursday evening’s accident involving two motorbikes on the bridge that claimed the life of a 20-year old Bestway Mortor and injured three others.

The accident according to sources, occurred when one motorist in trying to swerve a pothole, collided with the other one who was also attempting to overtake from the opposite direction.

Mr. Yao Amekor, an opinion leader in the area confirmed to voltaonlinegh.com that the meeting comes off this afternoon in an effort to find solution to the problem.

He said key stakeholders including Director of Bridges at the Ghana Highway Authority, Volta Regional Director of Highway among others, will be be part of the meeting to brief the Assembly on the arrangements to fix the problem.

He expressed gratitude to former Minister of Roads and Highway, Hon Joe Gidisu for wading in and activating his contacts to get people on their way to partake in the discussion hours after news of the accident broke.

The Lower Volta Bridge located on the Lagos-Accra-Abidjan highway, thus, witnesses heavy vehicular traffic on a daily basis, has for some years now, had some  of its expansion joints become weak and exposed serving as death trap to motorists who attempt to dodge the potholes. Several appeals and complaints by residents to fix the problem are yet to yield results.

Volta Handball Meets Stakeholders on League Continuance

The Volta Regional Handball Association (VRHA) has scheduled Wednesday, June 6, 2018 to meet all team managers, coaches, and referees at the Ho Sports Stadium to discuss the challenges in the ongoing League and the way forward.

The Executives of the Association has deemed Wednesday’s meeting which is expected to begin at 2pm, necessary to deliberate on means to get players for the next round of the league.

Teams couldn’t honor the last round of matches in the first round of the league due to unavailability of players. Stars of Asha, the only community team was to play Mawuli SHS in the female category and with PROSCO in the male category on Saturday, May 19 at the Ho Sports Stadium, but there was no show.

The maiden edition of the league which has mainly school teams is heavily challenged as most players in the school teams have graduated. This situation has left the Association with no option than to meet the various stakeholders to streamline the league which begun in November, 2017.

Currently, Stars of Asha leads their male table but tied with Ho Technical University at 4 points, PROSCO is 3rd with 2 points while Mawuli are bottom with no point.  In the female category, St. Teresa’s College of Education (TERESCO) from Hohoe lead with 6 points followed by Stars of Asha and Mawuko with 2 points each. Mawuli again, lie bottom with no point.

Meanwhile, the Handball Association has scheduled to have their justifier for selection to the National Sports Festival on July 24, 2018 at the Ho Sports Stadium. The Justifier is opened to all players.

Volta Handball won bronze overall in both male and female categories at the last edition of the Sports Festival, which was held in Kumasi.

Volta Hockey Association Donates to AGOSEC

The Volta Regional Hockey Association has donated Hockey equipment to the Agotime Senior High School (AGOSEC) team to aid their preparation towards this year’s Citizens International Inter-School (CIIS) Hockey tournament later this month.

The CIIS tournament is an annual event which allows schools across the country to battle for supremacy and laurels in Hockey at one venue.

Agotime SHS in the Kpetoe District, who will be making their maiden appearance at the CIIS tournament, see the presentation of the equipment as a major boost ahead of this year’s tourney which comes off on June 15-16. The surprised kind gesture had a short presentation ceremony at the School’s campus on Wednesday, May 30, 2018.

Chairman of the Volta Hockey Association, Johnson Ofori encouraged the team to go all out and make Volta proud at the tournament.

“Making your first appearance, I want you to go and make an impact. I believe your preparation is on course and you can upset other schools at the tournament. You have to be determined but not be intimidated.”

“I know most of you would like to join the security services and being a Hockey player gives you that guarantee,” he added.

Headmistress of the school, Mabel Asigbe expressed her appreciation to the Hockey Association for their support and encouraged her team to practise well to ensure victory.

“On behalf of the Hockey team, I want to say a big thank you to the Volta Regional Hockey Association for this gesture. I am really overwhelmed at this gesture you have shown to us. We are really truly grateful. I would also like to motivate my school team to go and put up a good performance out there, so that the Association will be proud of us.”

The school’s Hockey Coach, Wisdom Ofori also promised all, that the equipment will be put to good use and that they will pull a big surprise at the tournament.

Peter Paul Osafo, the Regional Hockey Coordinator, added his voice with an advice to the students, to focus on their academics as well noting that sports moves together with Academics.

The Volta Regional Hockey Association during their May 12 Gala with Accra and Koforidua at the Ho Sports Stadium, received equipment from the Accra Citizens International Club and the National Coordinator, Dennis Ababio and have thus extended the gesture to Agotime SHS.

Volta Youth Acquire Skills in Digital Marketing

Some 258 youth from all districts in the Volta Region have graduated in a Digital Marketing and Entrepreneurship Programme organised by the National Youth Authority (NYA) in Ho.

The participants were each presented with 258 specially designed tablets intended to help them start their businesses with virtual offices for the purpose of cutting down the unemployment rate in the country.

The Programme, unveiled in February, this year, aims to equip beneficiaries with relevant technology-driven entrepreneurial skills that could be applied on the internet, especially social media, for marketing of products and services.

A trainee, Felix Focus Fianu, on behalf of his other colleagues thanked President Nana Akuffo and his government, and the Authority for the initiative and called on his colleagues to make use of the skills acquired which including Social Marketing, Web Design, Proposal Writing among others to benefit them.

The Regional Director of NYA, in his welcome address enumerated that 300 youth were initially recruited for the training but could not complete the programme.

Other speakers at the ceremony challenged the participants to approach entrepreneurship with a good mindset, endeavor to start businesses and not sleep on the newly acquired skills.

The Volta Regional Minister, Dr Archibald Yao Letsa who is also an entrepreneur, advised the trainees not to despise humble beginnings but rather start something no matter how small and stay committed to growing it.

He assured of his readiness to offer advice and other forms of support to help them develop their businesses.

Meanwhile, Mr Emmanuel Asigri, the Chief Executive Officer of NYA, expressed joy that the youth availed themselves for the training and described participants from the region as best behaved.

He urged them not to relax after the training but to challenge themselves to use the skills and the tablets for the intended purpose to profit them and the country.

The graduation ceremony was chaired by the Volta Regional Manager of NBSSI, Mr Nyaku. Others in attendance included Deputy CEO of NYA, Regional Director of NYA, DCE for South Dayi, officials from TGNE Solution and NYA staff across the region.

[Article] Commercial Use of Motorbikes in Ghana; A Convenient Mode of Transport or Death Trap?

Over the years, motorbikes have increasingly been used to transport persons and goods from one destination to another. Individuals use these motorbikes and there are others who operate motorbikes for commercial purposes.

Commercial Motorbike though not currently permitted in the country, has seemingly been accepted by a section of Ghanaians especially those it benefits and they point to lots of reasons why it must be legalized.

Under the watch of the immediate past government, a strong advocacy came for reviewing the current Motor traffic regulations to legalize motorbikes for commercial purpose, popularly known as ‘’okada’’ in the country.

Recently, some Members of Parliament from rural constituencies argued strongly for the legalization of the okada for the potentials it has to facilitate transportation in their areas. Just a couple of months ago, the Deputy Transport Minister, Titus Glover reiterated the call for the legalization.

The motion though it had been laid in Parliament since 2015, has had no effect till date.  This has generated a lot of public concern from the citizenry with many taking to social media platforms to get their concerns heard while stakeholders in the road transport industry were recorded for being against the okada business in the country.

Although Parliament has not amended Section 128 [1] of the Road Traffic Regulations Act 2012, which states that “The licensing authority shall not register a motorcycle to carry a fare paying passenger,” the use of motorbikes and tricycles for commercial purposes has become the new source of employment among many Ghanaian youth.

During my recent tour, I observed young people from the ages of 17 and above have now involved themselves into the okada business both in the urban areas and deprived communities. Some of these motorists are unemployed graduates, skilled and unskilled, and school drop-outs who are trying to make ends meet.

The use of motorbike in Ghana

Some years back, the use of motorbike was common among rural folks and some public and civil servants who used it as a mean to transport themselves to their workplaces. It would be recalled that motorbikes were also given to teachers to support their finances in the Single Spine Salary Structure (SSSS).

While rural famers use it to convey their produce in and out of their farms; health workers also use it to extend services to people in the hinterlands.

However, the past few years have seen a massive rise in the use of motorbikes and tricycles for commercial purposes.  For instance, in Accra, Ho and some parts of the Volta Region, okada business is on exponential rise with the operators spread along the streets battling with taxi and bus drivers for passengers.

In the Volta Regional capital, Ho, for instance, the CK Road junction, Central Market, Ola SHS gate and Fiave areas have become okada terrains within the municipality with operators pitching camps along those stretches day and night in search of passengers.

For some traders in the city, okada especially the tricycle transportation is fast and convenient in conveying of goods and economical compared to taxi fares.

Lawrence Kwame, a university student and a resident of Ho, explained why he loves to travel on motorbikes anytime he is in Volta region. He complained that most taxi drivers charge fares that he cannot afford as a student.

He said he was rescued at a time from armed robbers who used taxi to operate in the night within the municipality when he was on vacation. He therefore added his voice to the call of legalising okada which he believes will help curb unemployment.

While few people expressed the fear and danger okada exposes them to, majority cared much about how to reach their destinations in time without being stuck in traffic.

Gasa, a 25-year old motorist, dropped out of school in primary 6 and migrated to Ho. He engaged in several activities to earn a living but finally settled on commercial motorbike operation. However, he complained the okada business is not lucrative as his daily earnings are enough to cater for just his basic needs.

Although the debate and opinions on the legalization of okada continues, the officials of Ghana Police’s Motor Traffic and Transport Department (MTTD) and Driver, Vehicle and Licensing Authority (DVLA) have strongly spoken against the legalization of motorbikes and tricycles for commercial use.

These two bodies came out with results that over the years, 1,199 persons/pedestrians were knocked down by 1,289 motorbikes.

Furthermore, the National Road Safety Commission (NRSC) released some figures which revealed that 2,571 people were knocked down by motorists in 2014 leaving 1,856 dead and in 2015, 2,289 motorcycles were involved in road accident nationwide.

Currently, more than 700 people lost their lives from 4,049 road accidents making about 3,983 sustaining various degrees of injury.

The legal perspective

The laws of the land prohibit an individual from using motorbike or tricycle for commercial purposes apart from delivery and courier services. Both offenders and fare paying pillions are liable to imprisonment or fines.

The debate

The debate still ranges on the legalization of motorbike for commercial use. Those in support are calling for its legalization citing its potentials in curbing the unemployment menace rearing its face across the country in addition to bad nature of some roads which makes them difficult to be accessed by cars with motorbikes as the only option.

Those against its legalization on the other hand believe it will rather encourage many young persons to drop out of school, breed criminal activities and lead to carelessness on the roads.

But the question still remains. Will legalization of motorbike in Ghana serve as mode of transport and a source of employment for the teeming youth or will it be a death trap?

Sogakofe Bridge Accident Claims One Life, Injures Others

An accident on the Lower Volta Bridge, Sogakofe in the South Tongu District of the Volta Region has claimed the life of a 20-year old man and injured 3 others leaving a nine-month old boy unhurt.

The deceased, identified as Tododo Bestway Mortor from Sokpoe, near Sogakofe who suffered a fractured skull passed away at the Comboni Hospital, Sogakofe where the victims had been rushed to for treatment. His body has since been deposited at the hospital’s morgue.

Meanwhile, the injured are also receiving medical attention at the same hospital.

The accident which occurred around 7:15pm on Thursday, May 31, 2018 involved two motorbikes with the victims travelling from opposite directions.

Sources say the accident happened when the motorist headed Sokpoe from Sogakofe tried dodging a pothole on the bridge and in the process collided with the other one from the opposite direction who was also trying to overtake a vehicle.

The Lower Volta Bridge which witnesses vehicular traffic on daily basis because of its location on the Lagos-Accra-Abidjan corridor, has had some expansion joints become weak and exposed, thus, has become a death trap to motorists who normally try to swerve these potholes.

Several appeals and complaints have been made by the residents to fix the fast depreciating surface and the wearing off of the bitumen joining the ends of the bridge but there are no visible signs that help would come.

The District Chief Executive of South Tongu, Emmanuel Louis Agama who spoke to voltaonlinegh.com said he is distraught by  accidents that happen on the bridge due to the potholes.

He said the assembly does not have the expertise to solve the problem and had alerted the Ghana Highway Authority on the situation but till date, nothing has been done.

Volta Lake Accident Claims Nine Lives

At least nine persons including a toddler and a pregnant woman have been confirmed dead with one person still missing when the boat they were travelling on sank in the Volta Lake on Wednesday, May 30, 2018.

The occupants of the boat were mostly traders who had come from far and near, particularly from Sene East distirct in the Brong-Ahafo Region to trade on the Krachi Market Day which fell on Wednesday and were returning when they met their death.

Krachi Market days attract traders and buyers who travel as far as from Techiman and Kumasi using the Volta Lake.

Speaking with Voltaonlinegh.com, the Krachi West District Chief Executive, Douglas Osei-Nti confirmed the incident but said detail information on the victims would be made available to the public after the Navy stationed in the area concludes its search and rescue operation.

According to him, a search party had been dispatched immediately the boat accident occurred which led to the retrieval of the bodies.

Mr. Osei-Nti stated that the incident that  happened on the Sene East stretch of the Volta Lake had nothing to do with overloading or any bad practice but rather as a result of the boat hitting a dead a tree stump in the water.

“The lake has an unpredictable weather behaviour, it may be calm in Krachi and 30 minutes after setting off, you may encounter a storm deep on the lake.”

Mr. Divine Bosson, Volta Regional Coordinator of the National Disaster Management Organization (NADMO) said the accident happened near a village called Kpaleme in the Sene East District.

According to him, it occurred after a storm dragged the boat and landed it on a tree stump which caused the boat to sink.

Mr Bosson said six of the passengers have so far been admitted at the Krachi West Government Hospital and are responding to treatment while bodies of the deceased have been deposited at the hospital’s morgue.

He explained that, none of the boat occupants was in a life jacket, a reason for the high casualties recorded.

Meanwhile, Akwasi Aweyeh believed to be the owner of the boat who lost his daughter in the accident is said to have been arrested by the police and assisting in investigations, according to sources.
