TUTAG Expresses Displeasure with FWSC Over Post‑Retirement Contracts

The Technical University Teachers’ Association of Ghana (TUTAG) has expressed dissatisfaction with the response of the Fair Wages and Salaries Commission (FWSC) to matters concerning post‑retirement contracts and rollover arrangements for lecturers.

In a communiqué signed by Prof. Deodat Emilson Adenutsi, National President, and Dr. Francis Fonyee Nutsugah, General Secretary, at the end of its recent Extraordinary Congress at Kumasi Technical University, the Association noted that FWSC’s interpretation of post‑retirement engagements failed to adequately address payment mechanisms and obligations arising from services already rendered by affected staff. It cautioned that describing such contracts as “personalized arrangements” undermines collective bargaining principles and exposes lecturers to uncertainty and hardship.

The Association urged the National Labour Commission to facilitate urgent engagement among all relevant stakeholders, including FWSC, GTEC, the Ministry of Education, the Ministry of Finance, and Vice‑Chancellors, to clarify the implementation of the 2024 Conditions of Service and resolve outstanding arrears.

In addition, the communiqué also raised concerns over regulatory interventions by the Ghana Tertiary Education Commission (GTEC), citing the reported removal of Bolgatanga Technical University from the Commission’s website and contradictory communications on academic certificate evaluations. TUTAG warned that such actions risk undermining institutional credibility, staff morale, and career progression.

The Association further called on Government to prioritize resourcing existing universities before establishing new ones, stressing that several institutions remain under‑resourced and could be weakened by expansion without proper planning.

TUTAG reaffirmed its commitment to dialogue and lawful processes but emphasized that unresolved matters affecting lecturers’ welfare and institutional governance could destabilize Ghana’s tertiary education sector if not addressed urgently.
