‘The Delivery of 1D1F in Volta Region, a Mission Impossible?’ | OPINION

The setting up of a factory in every district in the country was second to the Free SHS mantra. It gave many Ghanaians especially the youth some unsolicited hope because of its spatial disposition.

Many were made to believe that the New Patriotic Party, when voted into power will build these factories all by themselves.

I remembered after a long conversation on radio with the then Communication Director of the party in the Ho Central Constituency, Mr. Bright Doe (now the Manager of NHIS in the Municipality), my mum, Da Bertha an ardent listener called me at dawn and asked: “Elikem do you believe 1D1F is doable”? I quickly pulled out an image from Gabby Asare Otchere Darko’s twitter handle that pictorially sited factories in over 200 districts.

The image beautifully situated factories in resource rich districts which will serve as raw material source for these factories. For the avoidance of doubt let us revisit some of them:

  1. Adaklu – Palm Nut Factory employing 180 workers
  2. Ho West- Waste to Energy Plant employing 3700 workers
  3. Hohoe – Poultry Processing Plant employing 360 workers

I have to do this because the Communication Director – Bright told myself and the many listeners that NPP, then in opposition, will source its raw materials mostly agriculture from each district. Gabby’s image thus depicted what factory each district will receive. Unsatisfied as she was, she just smiled and said ‘Elikem miawo le agbale me kpor’ to wit that ‘we are the literates’; mum not dumb though.

We have thought through the policy (1D1F) very well and when I say we will build a factory in every district, we mean it because it is possible, it is not for your votes… I know I can do it and I will do it”.  These were the words of the then NPP flagbearer, Nana Addo when he visited the Mamponhene in the run-up to the 2016 elections as recorded on the YouTube channel of the New Patriotic Party, which had over 6.4k views.

They made it look as though the state will build and own the factories. The question now is; did Mr. President and his communicators never read their manifesto? Or they read but mischievously ignored the collaboration with the private sector bit? It is likely though. This opens another can of confusion, in the sense that even if its private sector led, it is government’s responsibility to lure the private sector to invest. So, if we don’t see factories springing up, then the task of luring investors failed and must be taken as failure by government. A vivid example is the ethanol factory promised in Adaklu Kpetsu. Government’s official position is her inability to secure a land which we were hitherto told was secured.

We have had many officials from government condemn citizens of the Volta Region for not taking advantage of the many government intervention especially the 1D1F. I shudder to believe that this reason is among the many blame shifting gestures by government.

A simple online search indicates that the few factories commissioned by the president in other parts of the country are not entirely borne out of the ingenuity of citizens from those regions but a conscious effort by the state, of ready mention is the Ekumfi Juice Factory.

Just as the president when he was on tour of the Western region made the Omanhene believed his government will establish these factories singlehandedly, the Volta Regional Minister did same to his many cheerleaders. When asked right after vetting by Elton Brobbey of Joy FM what projects he will embark upon, he mentioned that many investors were chasing him for the 1D1F project. I breathe a sigh of relief because I know how business oriented my regional Minister is (He owns the largest shopping centre, a clinic and a state-of-the-art hotel in the Volta Regional capital).

He again stated on TOSH FM in one of his numerous radio interviews that Adidome will get a starch factory, Adaklu ethanol et al and that sword cutting will commence in August 2017 (well, there is only one August in 2017 though not the last August ever – so vim!). He was not the only leader building factories with his lips. His many MMDCEs notable among them, DCEs for Ho West, Agortime Ziope and Akatsi North were also on the promising spree together with the MCE of Ho.

One would have thought that Volta Region would have been the first to shout praises of government on the fulfillment of the 1D1F promise.

About three years into government, no MMDCE could mention a factory in their district at the Maiden Regional Town Hall Meeting but were over the roof touting the building of overhead water reservoirs and six-unit classroom blocks. The excuse given by the Regional Minister was that there was not time enough out of the over six hours presentation done. Good job Mr Minister! Good job!!

He however promised to update party communicators on the sacred list of 1D1F. You will shudder to ask that; a Regional Minister who was hitherto chased by investors for 1D1F could not mention a single factory they have built. Umm… something is not adding up!

The deputy minister of information, Mr. Enam Pius Hadzide in an interview on KUUL 103.5 FM inviting people for the town hall meeting indicated that, mention will be made of green and brown factories; ones built from scratch by government and the ones supported by government respectively. He however hurriedly reviewed a DCEs promise of being the first district to own a factory by referring to a list that is only known to the Regional Minister. The sacred list has failed to reach party communicators more than 48hrs after promising its release. It will certainly take the secretary of the party; Bright Nyatsikor (Regional PRO NHIA) from the constituency where investors were allegedly refused as a result of unavailability of land to release the sacred list, after failure from many party communicators. He successfully mentioned the following:

  1. Caltech Ventures – Hodzo (Brown Factory)
  2. KOP Farms – Horme Battor, North Tongu District (Green Factory)
  3. Fresh Farms – Jaupong, North Tongu District (Green Factory)
  4. C Agritech – Sokode, Ho Municipal (Green Factory)

He could however not mention the state of production of these ‘farms’. Whether the land has even been cultivated for crop production. This raises concern on what a factory is and whether the above could qualify as fulfillment of the factory promise. A quick search on even Wikepedia shows what  ‘A factory, is a manufacturing plant or a production plant or an industrial site, usually consisting of buildings and machinery, or more commonly a complex having several buildings, where workers manufacture goods or operate machines processing one product into another.’ Your decision on the aforementioned farms as factories is obvious.

It’s not for anything the teaming youth are asking for 1D1F, they need answers to their long held question of unemployment

The running excuse that many individuals in Volta have not taken the opportunity created by government, making it look as though we are a bunch of lazy cocoons is highly untenable.  Kindly permit me to ask government and her cohorts the following:

  1. The many proposals seating on their desks?
  2. The investors they came back with after the many oversea travels?
  3. And next time anyone has a meeting with my beloved Regional Minister ask him about the list of ‘ongoing’ 1D1F?
  4. The amount of money injected into each factory in the region?
  5. Don’t forget to ask Mama Josephine(Regional Director, Ministry of Trade and Industry) when she will reply our months old dust gathering enquiry on 1D1F in the Volta Region?
  6. Ask her about the number of people employed. When she answers, you certainly know where to find me.

Why is it getting extremely difficult to have an agro-based factory in a resource-rich region with about 442,542 out of 888,271 economically active population engaged in skilled agriculture and forestry (Population and Housing Census, 2010)?

Has Ghana taken a look at how China did it some decades ago? Here, reference is being made to the Transnational Exchanges on Industrial Policy, where, China’s post-Mao leaders from the late 1970s actively sought policy advice, advanced technology and investment capital from abroad. The Mao era administrative economy was seen as pressing, policymakers were not looking for a new economic model to transfer wholesale to China but rather for practicable policy recipes that would allow incremental low-risk steps toward solving the most severe bottlenecks in the economic system. In its simplest terms, what needs to be done is not rocket science. Others have done so.  We also can!!!

Could His Excellency Nana Addo Dankwa Akufo-Addo become the Moa Zedong of Ghana?

There are certainly many questions that need answers…

Let’s have working factories, enough of the excuses.

The Minister of Energy, John Peter Amewu was on Sunday acclaimed the New Patriotic Party’s (NPP) Parliamentary candidate for the Hohoe Constituency.

The Minister who was making his third attempt at the Hohoe Parliamentary seat, was hopeful electorates in the opposition (NDC) stronghold will give him the chance this time to represent them in the  August house.

The acclamation was done at a gathering of party delegates and supporters at an extraordinary constituency conference on Sunday at Hohoe. The conference aimed at getting party members battle ready for the task ahead in election 2020.

The Volta Regional Chairman of the NPP, Mr. Makafui Woanyah, tasked the party structures at the polling stations and constituency level to hit the ground running in earnest and propagate the good works of the Akufo-Addo government and the Minister in particular in the area.

He described Mr. Amewu, who is his predecessor as a valuable asset whose work in government stands tall, and ought to be in parliament to bring development to the people of the Hohoe constituency.

“Hon. Amewu is not new to any of you here. We’ve all witnesses to the good works he is doing in Hohoe and its environs. So it only be prudent for us to send him to Parliament to continue these good works,” Mr. Woanyah stated.

A Deputy Minister of Lands and Natural Resources, Mr Benito Owusu-Bio, said Mr. Amewu, is not alien to the workings of parliament as he has  been performing government duties on the floor as the  Minister of Energy.

According to him, “The Minister is not new to Parliament at all. Almost every two weeks, he is in the house speaking to issues on the energy sector. I can say, he has spoken on the floor more than your current MP. So all he need now is your authority to perform parliamentary duties on your behave in the next parliament.”

The event which was held at the Old Cinema hall at Hohoe Zongo had the deputy Volta Regional Minister, Rev. Johnson Avuletey, and a host of government and NPP functionaries, including Regional Secretary Mr. Joseph Homenya and Regional Organizer, Mr. Korsi Bodja in attendance.

26 PWDs in South Tongu receive support

Some 26 persons with disabilities (PWDs) in the South Tongu District of the Volta Region have received support in the form of cash amounts and equipment to empower them to be self reliant.

Three of them received a cheque of GH₵ 1,500 each while the remaining 23 were given various items such as deep freezers and industrial sewing machines at a short ceremony at the assembly on Thursday.

District Chief Executive (DCE) for South Tongu, Emmanuel Louis Agama in an interview with Voltaonlinegh said one of the most important responsibilities of any government was the provision of social intervention programmes and projects that enhanced the lives of the needy and the vulnerable in society.

Mr Agama said the current Nana Akuffo-Addo led administration upon assumption of office in January 2017, increased the disability fund from 2 per cent to 3 per cent of the District Assembly Common Fund (DACF) to support PWDs with whatever they requested to make life easy for them.

He said the assembly had earlier supported some people who requested for containers during the rainy season to establish their own businesses and gave GH₵ 400.00 each to 24 students at Special School in Hohoe to take of their school fees.

The DCE urged the beneficiaries not to sell the items given to them but use them to improve their standard of living.

He charged parents who received the items on behalf of their children to venture into businesses which would generate money to enable them take care of their ward’s education.

District Director of Social Welfare and Community Development, Moses Kakaw said there was a monitoring team that would go round and identify those making good use of the items and indicated that anyone who would be found guilty for selling the items would be dealt with.

President for PWDs, South Tongu District, Jonathan Ocloo Setrakor thanked the assembly for the tremendous support in their lives and promised that they would use the items for the intended purposes.

‘I have No Regret for Spending Oil Money on Free SHS’ – Akufo-Addo

President Akufo-Addo has reiterated his resolve to invest the country’s oil resources into the education of the youth.

He thus has no regret to have committed about Ghc 2 billion of the annual oil revenue to the Free Senior High School programme.

Speaking to SHS  students and tutors at Mawuli School in Ho as part of his 2-day working visit of the Volta region on Tuesday, the president  noted that, his government will not be detracted by critics who questioned the use of the oil revenue on the free SHS.

“I don’t have any regret  what so ever about committing  the oil revenues of our country to preparating  our nation for the future. It is the best most efficient and equitable way all of us can participate in those revenues. So they’re not sitting waiting for politicians to come and dip their hands into their pockets,” President Akufo-Addo stated, as he announced about 1.2 million young people are currently benefitting from the programme.

He also admonished teachers who for their partisan parochial interests want to undermine  the free SHS programme, saying,  ‘they will not succeed.”

#PrezToursVolta: ‘Vote Yellow on Referendum Day’- Nana Urges Ghanaians

President Akufo-Addo has joined the campaign for the upcoming national referendum seeking to introduce political parties participation in local government elections, with a call on electorates to turn out and vote massively for the motion.

The exercise, which will be conducted concurrently with the 2019 District Level Elections by the Electoral Commission, is scheduled for Tuesday, December 17, 2019.

With the colours representing the  ‘YES’ and ‘NO’ votes on the referendum ballot already determined by the EC as  ‘YELLOW’ and ‘BROWN’,   President Akufo-addo has charged eligible voters to vote ‘Yellow’ on the D-day in order to ensure a positive outcome at the referendum.

Speaking at the 30th Anniversary celebration of the Akatsi South District Assembly on Monday as part of his 2-day working tour of the Volta Region,   the president was of the view that, a successful amendment of the entrenched provisions under Article 55 (3) of the 1992 constitution to allow political parties involvement and sponsorship in district level elections, would deepen the decentralization process in the country.

According to him, “Already member of the district assembly are elected directly by the people but it is done in non-partisan way. But all we know the district assembly elections have ceased to be non-partisan long time ago and it is now time to strip to the veneer of non-partisan away and look at the reality, which is that they’re multiparty and partisan.”

“We want to bring democracy at the local level at step further and entrust to the people the right to select directly themselves the district chief executives as well as their assembly members and do so in an open, transparent multiparty basis.”

The president thus, called for the active involvement of all stakeholders to ensure that the constitutional threshold of at least 40 per cent voter turnout and 75 per cent approval at the referendum is attained to see through the amendment.

President Akufo-Addo has begun his 2-day working visit of the Volta region with an inspection tour of an Agro production and processing factory at Adaklu Tsrefe near Ho on Monday.

The facility situated on a 520 acre land, is under the HGL Volta Trigger 1 project, a private initiative by HGL company, an indigenious Ghanaian social enterprise.
Accompanied by the Volta Regional minister, Dr. Archibald Letsa and other top government functionaries, the president was conducted round the facility which comprises, a multi grain processing plant and silos for processing and storage of grains.

It also the comes with an outgrower scheme and demonstration farms, where rice is currently being cultivated and processed for the market.

Chief Executive of HGL company, Mr.Senyo Hosi briefing the presidential entourage said the project started in September 2017, through its out-grower network would provide sustainable livelihood for thousands of citizens, with deliebrate policy to recruit, train and retain women in the largely male dominated field.

300 out-growers currently cultivating a minimum of 20 acres each of paddy rice, which processed with the 4 metric tonne per hour rice mill, Mr. Hosi stated.

He noted that, the firm was driven by the social impact of drawing more citizens into the productiom function of the economy by stimulating employment for less skilled persons in a sustainable manner.

According to him, HGL was focused on the development of of agricultural, agro-processing and agritourism prospects in Ghana by leveraging on green technology.

Mr. Alan Kyeremanteng, Minister for Trades and Industry in a remark said the project fits perfectly into the government’s One-district-One factory, policy and commended the initiators highly.

He pledged the support of the ministry towards the full operationalization of the facility, which was already providing job to indigenes.

A deputy minister for Food and Agriculture, Dr. Sagri Bambangi on his part entreated the managers to work closely with the department of Agriculture to ensure the cultivation of high quality grains.
Also on the tour were, ministers for Energy, Information, Local government and a host of MMDCEs.

President Arrives in Ho for a 2-Day Regional Tour

President Nana Addo Dankwa Akufo-Addo has arrived in Ho, the Volta Regional capital Sunday evening ahead of his 2-Day working tour of the region.

The President was met on arrival at the Residency in Ho by the Regional Minister, Dr. Archibald Letsa and his Deputy, Rev. Johnson Avuletey together with the MCE, Hon. Prosper Pi-Bansah, and a host of MMDCEs,   NPP Regional executives as well as a multitude of party supporters.

Earlier, the team  made a whistle stop at Tsito, where the president was given a thunderous welcome.


Accompanied by some key government functionaries, including the Information Minister, Kojo Oppong-Nkrumah, Minister for Roads and Highways, Hon. Kwesi Amoako-Attah, President Akufo-Addo is scheduled have a meeting with members of the Regional Security Council Monday morning, before  kick starting the tour to inspects ongoing projects in the region, while interacting with citizens and opinion leaders alongside.

The president’s first stop will be at Adaklu and Akatsi districts where he will inspect infrastructure projects and also attend the 30th Anniversary of the Akatsi District Assembly. He will then head to the Ketu South municipality to grace a durbar of the Chiefs and people of Aflao.

 On Tuesday, President Akufo-Addo would interact with some students and tutors of selected senior high schools in Ho, and Vakpo. He will also attend durbars in Dzolokpuita, Kpeve and commission a dormitory block at the Vakpo Senior High School.

The President would later visit the Volta Star Textiles at Juapong, and also lay foundation stone for railway project before departing to Accra.

Otumfuo, Agorkorli to grace 2019 Hogbetsotsoza

The Asantehene, Otumfuo Osei Tutu II and the Ewefiaga, Torgbi Agorkoli IV from Notsie in the Republic of Togo, will grace this year’s Hogbetsotsoza on Saturday, November 2, 2019.

The Asantehene is the guest speaker with President Nana Addo Dankwa Akufo-Addo as the special guest of honour.

Also in attendance will be Agbogbomefia Togbe Afede XIV, who is also President of National House of Chiefs, also as a guest of honour.

Agbotadua Boni, Special Aide to the Awoamefia Torgbui Sri III told the Ghana News Agency that all chiefs and people of the 36 states of Anlo were ready for the historic celebration of the festival.

He said the presence of the Asantehene would rekindle the age-long relationship between the Anlos and Asantes.

Agbotadua Boni said other distinguished chiefs and personalities would be partaking in Saturday’s event to make good the theme for this year’s celebration, “Uniting Anlo through its Values for the Benefits of its Citizens and the Nation at Large”.

Hogbetsotsoza also Known as Hogbeza is celebrated by the Anlo Ewes in the Volta Region to commemorate the legendary exodus of the Ewe-Dogbo folks from Notsie in present day Togo.

It is celebrated every first Saturday in November at the traditional capital of the Anlo State, Anloga, with a number of activities and ceremonies including reconciliation, cleansing, enactment of the departure/ escape, mini Hogbe and mini durbar of schools preceding the main durbar.

CNC Takes GACA Campaign To More Communities

The Centre for National Culture (CNC) together with other stakeholders is reaching out to more communities in the Volta region with the anti-child abuse campaign dubbed ‘Ghanaians Against Child Abuse’ (GACA).

The centre, through the use of drama has so far led the campaign aimed at raising awareness on child right issues in 16 communities across four districts of the region.

The GACA campaign which was launched in 2017 is a Child Protective Social Drive initiative under the auspices of the Ministries of Children and Social Protection, Education, Local Government and Rural Development with support from the Canadian Government, USAID, Korean International Cooperation Agency, and UNICEF.

Mr. Kassim Mireku, Head of Programmes at the Volta Regional Office of the Centre for National Culture (CNC), speaking to Voltaonlinegh.com on the sidelines of the campaign at Adaklu Kodzobi, said the initiative was to conscientise Ghanaians against the various forms of abuses against children in the country.

He indicated that the campaign which was in its fourth phase begun in the Region at Avega and Ave Dakpa in the Akatsi North District, and continued to the Adaklu, Central Tongu and the North Dayi districts.

As part of the campaign, officials from the Gender and Children Affairs ministry, Ghana Education Service and Ghana Health Service also took turns to sensitise members of the various communities especially parents on how to ensure the welfare of children by seeking their best interest at all time.

The District Social Welfare Officer for Akatsi North, Madam Linda Quist admonished parents against maltreating their children, while recounting the effect of excessive labour and corporal punishment on child development.

She thus encouraged parents to provide the right environment at home for their children’s development and also respond promptly to their educational, health and welfare needs.

The Ghanaians Against Child Abuse campaign train is expected to stops in several other communities in the region.

GLODEP Marks ‘International Day Of The  Girl Child’ with A Symposium

The Global Women Development Promoters’ (GLOWDEP) in collaboration with the Ghana Education Service, in the Central Tongu District, has marked this year’s International Day of the Girl Child with a symposium under the theme, “Empowering girls for a brighter tomorrow”.

Addressing the gathering, the Central Tongu District Assistant Director of Education in charge of Supervision, Mr. Gershon Aba, challenged the girls to rise above things that prevent them from achieving their dreams in the future.

He said, since education is now accessible, the onus lies on them to learn hard to pass their exams. He said even though he knows most of them might be going through some challenges, they must persist and make it to the end.

“You need to be disciplined and persistent. Commitment and perseverance will help you complete your education successfully,” he noted.

Speaking on the theme on behalf of the country director of GLOWDEP, Madam Evelyn Agblese said, there was the need to help empower the girl child against the obstacles placed before them by some socio-cultural practices.

She noted that, the reduction in teenage pregnancy cases in the district in 2019 was due to the various intervention programmes carried out by stakeholders such as GLOWDEP and the District Assembly in schools, communities and radio sensitization sessions, hence marking days such as International Day of the Girl Child is another opportunity to impact the lives of the children in the district.

Madam Agblese also called on parents and stakeholders to help empower their children especially the girls in order to enhance development in their various communities.

“It’s, therefore, our responsibility as parents to try instilling moral or religious values in our children, for with proper guidance, it becomes easier for them to learn successfully and not commit mistakes and contribute effectively to national  and Community development.”

“A holistic approach is required in order to address teenage pregnancy cases, parents cannot do it alone, the call is going to all stakeholders to join in the fight against boys and young men, to stop harassing our girls now”.

Also contributing to the symposium, a retired Educationist, Madam Bernice Broom  challenged teachers and caregivers, to become good role models for the school children.

“Our teachers here must know that these children need mentors and role models and you must be ready to help them out, you must mentor them,” she stated.

She advised girls and women present to take advantage of the day to create awareness among the male gender to join the campaign in empowering girls for a brighter tomorrow.

The symposium saw school children from Methodist Junior High School, Girls Model School and EP  Junior High School participating as panelists for the discussion.

The International Day of the Girl Child is commemorated on the 11th of October every year, to raise awareness on issues affecting girls globally.
