Volta CWSA Makes Strides in Water Supply Systems

Community Water and Sanitation Agency (CWSA) is embarking on rehabilitation projects on broken down water systems and those on the verge of breaking down to make potable water accessible to citizens of the Volta Region including the newly carved out region, Oti.

A joint government Ghana and GTZ project is spending about 2 million Ghana cedis on rehabilitating water systems in  Dambai, Banda, Akatsi, Kwamekrom, Taviefe, Vakpo,  and Nkwanta.

Others include, Damonko, Kpassa, Kete-Krachi,  Adidome, Kpandai and Chinderi.

The project which started about a month ago is expected to be completed by April 2019 in all the beneficiary communities.

Speaking with Volta Regional Director of CWSA, Ing. Divine Dugbartey, he said CWSA realised some malfunctions after change of management of the systems from the Water and Sanitation Management Teams (WSMT) in the various communities.

Ing Dugbartey said CWSA conducted a research on all the systems under its management and the results revealed that supply of safe water was a major problem to many communities.

According to him, since most of the systems were designed to supply to only a small number of residents of the various systems, it was becoming difficult to serve larger communities with the same structures.

“This necessitated the action of quickly rehabilitating the water systems in order to help these communities” he stressed.

Detailing the progect, Regional Hydro-geologist, Mr. Benjamin Yeboah said, the project included rehabilitation of the intake structures and treatment plants on the surface system (Damanko Kpassa and Adidome), rehabilitation of pump houses, transmission lines, distribution lines, appurtenances on the transmission and distribution lines, storage tanks and public standpipes and installation of pumps.

Mr. Yeboah explained that “the major achievement we seek here is to improve upon the quality, quantity, accessibility and the reliability of water supply in beneficiary communities.”

The Reform

Government of Ghana established the CWSA by Act of Parliament (Act 564) to facilitate the provision of safe drinking water to rural communities and small towns. The Agency implements its mandate using the National Community Water and Sanitation Programme (NCWSP).

The management concept adopted under NCWSP was the concept of Community Ownership and Management (COM). Under the COM model, WSMTs were formed to see to the operation and overall management of water systems.

After several years of implementation of COM, numerous studies confirmed a lot of sustainability challenges with investments in the sector.

It was concluded that for Ghana to achieve SDG6, there was the need to change the management structure of water supply in rural communities and small towns.

This prompted the reform agenda in CWSA to transform the Rural WASH sector, sustain water system for delivery of safe and reliable water supply.

CWSA Volta Regional office took charge of the management of six water systems in the region and earmarked several others for the reform programme.

Adaklu Kpetsu Cries for Potable Water

Residents of Adaklu Kpetsu in the Adaklu District of the Volta Region are crying out to the government to help them get access to potable water.

The community with a population of about 600 people has been without good drinking water since 1980.

Although a non-governmental organisation, DANIDA came to their aid some time ago and drilled borehole for the community, it failed to serve the residents because the borehole water was too salty and unsuitable for use.

Dufia of Adaklu Kpetsu, Togbe Zegetey II in an interview with Voltaonlinegh.com, appealed to government for support to ease the suffering on the community.

Togbe Zegetey said the community made several attempts to get the Assembly to construct a dam which will store rain water to serve the community during the dry season but without success.

According to him, the only water source (stream) which residents depend on dries up during the dry season forcing people to walk for miles to access water from neighbouring villages.

He said the situation had negatively affected health and education in the community.

The Dufia said during dry seasons for instance, pupils close early from the only school in the community to help fetch water for their teachers and parents, and added that “sometimes, the school closes down earlier in the dry season since teachers can’t get water for use.”

Afadzato South NDC Denies Blocking Goosie Tanoh Campaign

The leadership of the opposition National Democratic Congress (NDC) in the Afadzato South Constituency has denied allegations of blocking flagbearer aspirant, Mr. Augustus Goosie Tanoh and his team from campaigning in the area.

Mr. Goosie Tanoh who was on a final campaign tour of the Volta region last week ahead of the NDC’s presidential primaries on Saturday, February 23 2019, reportedly told a gathering in Ho, that he was denied the chance to meet delegates of Afadzato South when his campaign train arrived in constituency.

This, his campaign team believed was a deliberate ploy on the part of the constituency executives thwart their flagbearership campaign in the constituency.

However a press statement issued by the constituency chairman, Mr. Frank Afriyie, described the allegations by the Goosie2020 campaign as false, adding that, “We are convinced that a failed and half-baked team misled Mr. Goodie Tanoh on this occasion relative to this all important visit to our Constituency”.

The release which contained the executive of what might have transpired in the constituency, however challenged Mr. Goosie to formally lodge complaints with the party hierarchy at regional level for an independent probe to ascertain the truth of the claims.

RE: GOOSIE TANOH PREVENTED FROM MEETING DELEGATES IN AFADZATO SOUTH CONSTITUENCY

The leadership of the National Democratic Congress (N.D.C) in the Afadzato South Constituency was completely shocked and appalled at the unprovoked attacks and wild allegations against the person of the constituency chairman and the entire constituency executives by the Goosie 2020 campaign team which, unfortunately, found expression in several traditional and social media platforms.

For the avoidance of doubt, I wish to state without any equivocation that the claim that Mr Goosie Tanoh was blocked or prevented, either by myself or the entire executive committee from meeting delegates, was not only false and groundless but constitutes a set of carefully packaged lies and provable untruths, pieced together, ostensibly to tarnish the name of  the chairman and dent the otherwise enviable image of the NDC in the Afadjato South Constituency.

Furthermore, it’s absolutely imperative to situate the ‘failure’ of the Goosie2020 campaign team to visit us (Afadzato south) into the bigger context of visits by other N.D.C presidential candidates. In this regard, we wish to indicate that the constituency had previously hosted such presidential hopefuls as the Hon Alban Bagbin, Hon Sylvester Mensah, H.E John Dramani Mahama with absolute fairness and without a scintilla of undue impediment as being alleged by team Goosie. One wonders how and why anyone could contemplate let alone implement the said ‘blockade’

Party leadership, having thoroughly observed, monitored and analyzed media engagements on this development by a segment of the Goosie2020 team for the past four (4) days, states the following;

(a) that we confirm receipt of two different letters on the 7th and 10th February respectively notifying the constituency about the visit of Mr Goosie Tanoh. Interestingly, both letters bore same date but differ in terms of content.

(b) that, as a result of the apparent confusion created by the two different letters from the same team Goosie, coupled with our established protocols to organize these encounters in formats that meet the expectations of various presidential campaigns whiles guaranteeing the welfare of delegates, I called the attention of the team to nominate a member of theirs to join us in ironing out inconsistencies noted in the two invitation letters in order to plan effectively ahead of the visit by Mr Tanoh. To this end, a former constituency executive (name withheld for now) was nominated to stand in for the Goosie2020 team.

(c) that, contrary to our expectation of having the nominee join two other constituency executives to commence the planning process, the nominee rather called me the following day and said we should not expect him in the joint team Goosie/constituency deliberations because he has never been a member of the Goosie2020 campaign team, hence was unable to do any transactions on their behalf.

(d) that, mindful of the consequences the absence of a nominee of the team could create, I immediately drew the attention of a member of the Goosie2020 team on the development so they could nominate a new representative. Instead, I was assured that the venue, P.A system, chairs etc, have been unilaterally sorted out by team Goosie, to the extent that further provision was made by their team to send notices to invited delegates on a local radio station, Lukusi radio, to, in the words of the team, complement the traditional mode by which the constituency normally invites delegates.

(e) that, at this rate and with the turn of events, the need to meet and jointly decide on the venue, format of the program etc, as initially envisaged was apparently needless given the progress made according to the Goosie2020 team.

(f) that, three (3) days prior to the scheduled date of visit by Mr Goosie Tanoh, the constituency secretary called branch chairmen from respective branches that team Goosie had requested delegates to notify them of the intended visit by Mr Goosie Tanoh. It is important to state at this point that, never has the Constituency Chairman called delegates in person to meet any presidential aspirant, contrary to claims that he personally prevented the delegates from meeting Mr Tanoh.

(g) that, hereafter, all was set and  delegates were expectant of the visit of the Goosie2020 campaign on Friday, 15th February, 2019 as per the itinerary given to the constituency. In a sudden turn of events, on Thursday, 14th February 2019, early in the morning, whiles giving accounts of parts of his campaign tour of some constituencies in the Volta Region, on Volta Star radio, Mr Goosie Tanoh peddled one of the most ferocious untruths so far to the effect that he was prevented by the Chairman and constituency executives from meeting delegates from some branches in the constituency.

We feel highly scandalized in view of the baseless assertion; and as such would like to respectfully challenge Mr Goosie Tanoh to lodge formal complaints with the regional party office or any other independent appellate party structure in order to establish the veracity or otherwise of the claims.

We are convinced that nothing other than a failed and half-baked team misled Mr Goosie Tanoh on this occasion relative this all important visit to our constituency.

Again, just so Mr Tanoh gets to know the huge disservice caused him by some architects of his Volta campaign team, we also humbly demand of him to independently verify on his own, just three of the wobbly claims by his team as captured in an interview with Metro TV as follows;

(1) the wild claim that Goosie2020 team was dealing with our Constituency Organiser in respect of all activities involved in the planning process on the ground because the Chairman was in Accra. For the records, this is a patent lie as the constituency Organiser has traveled on another assignment outside the constituency for almost three (3) weeks now and has not returned yet. How could members of your team claim to be working on the ground with someone who is not in the constituency as at now?

(2) the Catholic Church in the Afadzato South Constituency has banned all political activities from taking place in their respective chapels, irrespective of the political parties involved. Please, endeavor to find out from your team, the name of the one who paid for the chapel and communicated same to delegates as the venue for the encounter, the amount paid, the authority of the church who received the amount and, if possible, the receipt that was issued. Could it be that a particular member of your team might have failed you with arrangements on venue prior to your arrival hence the deliberate concoctions to shift blame to us?

(3) Finally and most importantly, establish how the Goosie2020 team was blocked on Thursday morning when it was originally scheduled to meet delegates from Afadzato South rather on Friday morning. What was the mode of operation adopted by the blockading team to prevent the Goosie2020 team from meeting the delegates? It is on record that team Goosie wanted to meet just between a 100-150 out of the over 700 delegates in the Afadzato South Constituency. Could you kindly double check and confirm who or what percentage of the expected delegates complained of having been prevented from attending unto your invitation. If possible, establish their identities in the event of a further probe.

We are very certain in our minds that the entire episode was nothing but a well choreographed scheme to give executives and the constituency bad press in order to dent our image for reasons we can hardly fathom. As such, we wish to demand from team Goosie, an unqualified apology to all stakeholders of the constituency for all the inconvenience caused.

Ho Kpodzi Girls Make 3 out of 3 in Cricket League

Ho Kpodzi Basic Girls cricket team have made 3 victories of their 3 matches played in the ongoing Volta Cricket U-12 School’s League.

The girls who had exhibited high level of hard work on the field since week 1, saw off a challenge from Ho Fiave EP in the first of the two girls’ matches played at the Mawuli School park instead of the usual venue (Ho Sports Stadium) due to a booked activity last Saturday.

The week 5 fixture had Ho Kpodzi score 86 runs for 4 wickets in 15 overs after winning toss and electing to bat first.  Ho Fiave EP did their best in the second innings but could only manage 49 runs, for 3 wickets, thereby allowing Ho Kpodzi win by 37 runs. Ho Kpodzi, with the win returned to the top of the girls table with 6 points, pushing United MA to second position with 4 points. Ho Kpodzi Girls remains the only unbeaten team after 3 matches, as United and Housing are unbeaten in 2 matches.

Anglican boys however lived up to the expectation, coming back strongly from a painful defeat by Ho Kpodzi in week 3 to beat Housing. Anglican have successfully leapfrogged Mawuli to 2nd place on the league log after a roller-coaster victory over Housing MA. After winning the toss and opting to bat first, Anglican scored 113 runs, for 3 wickets in 15 overs and limited Housing to score 56 runs for 4 wickets. Anglican had moved to top of the boy’s league table from 3rd position with 4 points and with an NRR of 3.05.

Fiave EP Boys lifted themselves from 7th position to 3rd with 4 points, after a glorious win against Ho Kpodzi. Ho Kpodzi, who had disciplined Anglican in week 3 met their match as they were limited to 62 runs for 6 wickets in the second innings after winning toss and electing to field. Fiave EP won the game by 25 runs as they scored 87 runs for 8 wickets.

At the end of the day, all four teams went home with at least 2 points in either the boys or the girls league.

Next week fixtures will see Bankoe R.C. Girls battle an ever enterprising MA United, while Mawuli meet up with Heve, at the Ho Sports Stadium.

Buem FM Donates to Jasikan Hospital on Val’s Day

As part of this year’s Valentine’s Day celebration, Jasikan-based Radio Station, Buem FM in the Jasikan District of the newly created Oti Region has donated assorted items amounting to GHc1,132.00 to the Jasikan District Hospital.

The items donated included toiletries, soft drinks, Milo, soaps, and two student mattresses.

Presenting the items to the Hospital, the Manager of the radio station, Justice Mawunyo Djamboe said the primary motive behind the gesture was to create convenient working environment for the workers in performing their duties.

Mr. Djamboe said it came to him as a vision to make the donation at the Hospital because he believed by so doing, a lot of lives would be touched.

According to him, “this will not be the end of this initiative adding that even though radio stations are set up purposely to inform, educate and entertain the public, these kinds of initiatives are not exempted from their core mandates.”

He promised that Buem FM would continue to carry out these exercises occasionally for the benefit of the hospital and the district as a whole.

The Manager thanked the public especially individuals who contributed towards the donation and asked the Almighty God to replenish what they gave out to make the donation successful.

Receiving the items on behalf of the hospital, the Administrator of the hospital thanked Management of Buem FM for the support and appealed for more of such initiatives from the public.

Present at the donation were Assembly member for the area, Sebaway Abubarkal and staff of both the Hospital and the radio station.

MP Denies Deploying Military over Choice of Dambai as Oti Capital

The Member of Parliament (MP) for Krachi East in the newly created Oti Region, Michael Yaw Gyato has debunked media reports of deploying military personnel to protect him from the wrath of residents of Kete-Krachi (Krachi West) following the declaration of Dambai as the capital.

Hon. Gyato said such the publication was baseless and called on all to treat it with the contempt it deserved.

In a press release issued by the only New Patriotic Party (NPP) MP in the then Volta Region, he would ordinarily not have responded to a “baseless publication such as this” but “be it as it may, I wish to entreat readers to disregard it as frivolous” and to inform the citizenry that “Oti Region is more solid than before and all persons are going about their normal duties.”

Online news portal, MyNewsGh.com on Sunday, February 17, reported that Mr. Gyato had incurred the wrath of residents of Kete-Krachi (where he grew up and owned properties) after Dambai (capital of Krachi East) emerged capital of Oti region.

The portal went on to report that the situation forced the MP to employ the services of military men to protect his Kete-Krachi home and other companies there.

However, Mr. Gyato denied knowledge of any such arrangement explaining that he was out of the country on a mission and could not possibly have deployed the uniformed men.

“After the signing and presentation of the Constitutional Instrument for the creation of the Oti Region, I travelled on the instruction of my Hon. Minister to participate in the 5th African Conference and Ministerial Dialogue in South Africa from 17th -22nd February, 2019.”

The Lawmaker said though his checks revealed some form of deployment happened across the entire Oti Region, it excluded Kete-Krachi because “there is a Military camp, which has been there since 1994.”

The release said the explanation for the deployment exercise was to protect lives and properties and to prevent a recurrence of the violence that erupted when Damongo and not Salaga was named capital of the new Savannah Region.

He emphasised that there was no reason for him to make security arrangements.

“To the best of my knowledge I did not incur the wrath of the people to warrant security protection of my property.”

He advised the writer that instead of making wild claims, he should rather “commend both Krachi West (DISEC), chaired by Douglas Osei-Nti and Volta Region (REGSEC), capably chaired by Dr Archibald Letsa for their proactive roles of ensuring peace before and after the declaration.”

I would have Made Jasikan or Nkwanta Capital of Oti Region – Obed Asamoah

Former Foreign Affairs Minister, Obed Asamoah believes that either Jasikan or Nkwanta would have been a good choice as the capital of the new Oti Region.

Mr Asamoah, speaking in an interview with Citi News’ Umaru Amadu Sanda prior to President Nana Akufo-Addo’s announcement of Dambai as the capital of the Oti Region on Friday said it made sense to make either Jasikan or Nkwanta the capital given their proximity to the main international route in the area.

He said that previous petitions for the creation of the new region over the years had also requested that Jasikan should be made the capital given its existing role as the administrative capital of the area.

“Left to me alone, the capital should be on the main route, the international route; Jasikan or Nkwanta. Jasikan had been the administrative capital of that part of the region for a long time, since the fifties.

“When they created the Buem-Krachi Traditional Council, Jasikan was more or less the capital. If you look at the petitions that the chiefs were sending to the various governments over the years, they wanted to make Jasikan the capital. I think geographically, it makes sense.”

Obed Asamoah who also served as Attorney General from 1993 to 2001, however, added that if the government wanted to focus specifically on the development of the fisheries sector in the region, Dambai, which is known to be a fishing hub, could be a critical starting point.

“If you take fisheries, Dambai for example is an important fishing centre because that’s really where the lake is quite big and there’s a lot of fishing. If you want to develop fisheries, you would want to use that place as a starting point, or at least a subsidiary point.

“If you have a fisheries department in Jasikan, you should have a sub-office in a place like Dambai where a lot of fishing is being done. I hope, as government has been saying, that they are going to be spreading these administrative units all over the place, it is going to be done in such a way that it will not create unnecessary difficulties.”

When quizzed about his position on the creation of regions from existing ones, Mr Asamoah expressed his view that the new regions would bring development and also lead to employment.

“When a region is created, a lot more development goes in there. Even the administrative structures giving employment to people is something to be considered. Because of the new regions, there’ll be new people needed to man them.”

He admitted that while the huge expenses might be incurred to set up the administrative structures in these new regions, the government could offset this if an area with existing infrastructure was chosen as the capital.

“That is why in taking a decision, you must look at which areas already have some infrastructure. If you look at the Oti Region, I think that the infrastructure is more in Jasikan.”

Jasikan, Nkwanta miss out as Dambai is named capital

President Nana Akufo-Addo announced Dambai as the capital of the Oti Region at the Jubilee House in Accra.

President Akufo-Addo also presented the constitutional instrument for the creation of the new region to chiefs and opinion leaders of the area.

This brings to six the total number of new regions who have had their constitutional instruments presented to their chiefs by the President.

Residents of the Oti Region almost unanimously approved the creation of the region in a 99% YES vote in December’s referendum.

Some districts which participated in the referendum included Biakoye, Jasikan, Kadjebi, Krachi East, Krachi Nchumuru and Krachi West.

The rest were Nkwanta North, Nkwanta South, Santrofi, Akpafu, Lolobi and Likpe (SALL) taken out from Hohoe Municipality.

Before the announcement of Dambai as the capital, residents of Nkwanta and Jasikan had campaigned for either of the two towns to be named as the capital of the Oti Region.

Capitals of other new regions named

President Akufo-Addo had since Tuesday, been presenting the constitutional instruments to chiefs in the six newly created regions.

He used the events to also name capitals for the new regions.

Nalerigu in the East Mamprusi Municipal Assembly was named as the capital of the North East Region while Savannah Region has Damongo as capital.

Sefwi Wiawso was also named as the capital of the Western North Region while Ahafo Region has Goaso as its capital.

President Nana Akufo-Addo also declared Techiman as the capital of the Bono East Region.

Already the government has set aside an amount of GHc20 million as seed capital for each of the new regions.

NGO Supports Sogakope Hospital with Medical Equipment

Volta Youth for Development, a non-governmental organisation has donated medical equipment including four hospital beds and mattresses to South Tongu District Hospital, Sogakope in the Volta Region to help solve the “no bed syndrome” at the hospital.

Founder of Volta Youth for Development, Mr. Innocent Linford Tetteh while handing over the items on Friday, stated that he learnt about the challenges facing the hospital and had decided to contribute his widow’s might in addressing the problem.

Mr. Tetteh said the donation formed part of his social responsibility and that he was just giving back to society what society had given to him.

He stated that it had been his desire to move South Tongu and Volta forward hence, the formation of Volta Youth for Development to help push the agenda of people in the region especially in the area of health.

He pledged his continuous support to help hospitals in the region any time the need arises.

Speaking to Voltaonlinegh.com after receiving the donation on behalf of the hospital, Florence Gyaase Nketiah, South Tongu District Director of Health thanked the donors for the items.

Madam Nketiah called on all to help ensure a healthy society by supporting in any possible way in quality health care delivery.

According to her, there must be a cordial relationship between the society and health practitioners because without that health care delivery will not be effective.

She lamented about inadequate beds at the hospital especially the maternity ward and asked from corporate organisations and philanthropists to also come to their aid to help solve the challenges facing the hospital.

“Do not let your Stomach Think for you”- Goosie Tanoh

The National Democratic Congress (NDC) flagbearer hopeful, Goosie Tanoh has warned delegates in the Ho Central constituency of the Volta Region to not allow themselves to be bought with money to vote for the wrong candidate.

Mr. Tanoh asked the delegates not to be deceived by money or food items by anyone to vote for them to win the primaries rather, they should vote with intelligence to select the right candidate to lead the party into victory in 2020.

“That day do not allow your stomach to think for you,” he echoed.

Mr. Tanoh was speaking to the delegates as part of his 5-day campaign tour of the Volta Region to appeal to them for votes to enable him win the NDC primaries scheduled for February 23, 2019.

According to him, the NDC lost the 2016 elections because it was not being faithful to its founding principles adding that, Ghanaians voted 58.3 per cent for the NDC in 1992 election because they had faith in the NDC but voted 44.4 per cent in 2016 election which represented a drop of 14 per cent in the vote cast between 1992 and 2016.

“We must go and reclaim the NDC of oath which was faithful to its founding principles for which Ghanaians found faith in the NDC and voted for the NDC,” he said.

He also stated that he aimed at empowering the grassroots, building a party that believes in social justice and also expanding the agriculture system to generate industries that will create jobs for the youth.

He added that he will provide affordable health care and a properly managed free education system which will aid in eradicating poverty in Ghana.

Mr. Tanoh said his team was denied access to some constituencies to campaign claiming that act of creating fear and intimidation in the people, thus, denying them the opportunity to listen to other candidates to aid in an intelligent decision on the day of the primaries, is not the spirit of the NDC and grassroots empowerment.

He appealed to the delegates to vote for him on February 23 by thumb printing number 6 on the ballot paper for him the lead the NDC to victory in the 2020 elections.
